Vietnam Corrugated Boxes Hit With New U.S. Import Duties

130.58% Antidumping Duty Rate

If you import polypropylene corrugated boxes from Vietnam, Commerce assigned a Vietnam-wide antidumping rate of 130.58 percent. Commerce says this rate is based on adverse facts available (AFA) and applies to all Vietnamese producers/exporters and to third-country exporters; the determination is applicable May 20, 2026.

Retroactive Suspension and Cash Deposits

Commerce will instruct U.S. Customs and Border Protection to continue suspension of liquidation and to require cash deposits for entries of subject polypropylene corrugated boxes from the Vietnam-wide entity that were entered, or withdrawn from warehouse, for consumption on or after October 2, 2025. These suspension-of-liquidation instructions will remain in effect until further notice.

ITC Decision Could Refund Deposits or Trigger Duties

Commerce will notify the U.S. International Trade Commission (ITC), which must determine within 45 days whether U.S. industry is materially injured. If the ITC finds no injury, the proceeding will be terminated and all cash deposits will be refunded. If the ITC finds injury, Commerce intends to issue an antidumping duty order and instruct CBP to assess duties on entries entered, or withdrawn from warehouse, for consumption on or after the effective date of the suspension of liquidation.

Jia Bao Rui Included in Vietnam-Wide Rate

Commerce determined that Viet Nam Jia Bao Rui Company Limited (Jia Bao Rui) is not eligible for a separate rate, is part of the Vietnam-wide entity, and therefore is assigned the 130.58 percent Vietnam-wide rate after Jia Bao Rui withdrew participation and refused verification.
