Voluntary 24‑Hour Electronic Export Manifests

Starting May 22, 2026, CBP renewed a voluntary test that lets exporters submit vessel export manifest data electronically at least 24 hours before cargo is loaded. The renewed test runs for two years and new participants can apply at any time during the test period.

Required Export Manifest Data Elements

Participants in the test must provide specified data elements for every shipment unless noted optional or conditional. The notice lists 27 data elements (e.g., mode of transportation, name of ship, port of loading/discharge, bill of lading number, shipper and consignee name/address, Internal Transaction Number (ITN) or AES Exemption Statement per shipment, hazmat indicator, and VIN for used vehicles) that are mandatory, conditional, or optional as stated.

Possible Future Rulemaking to Require Electronic Filing

CBP is using the test to assess the feasibility of requiring manifest information to be filed electronically in ACE within a specified time before cargo is loaded. CBP has published a notice of proposed rulemaking on February 10, 2026, seeking to amend regulatory requirements as a result of the test.
