De Minimis Duty-Free Rule Suspended

If you buy goods from abroad, the Executive Order of July 30, 2025 suspends the duty-free de minimis exemption for products valued at $800 or less. That means articles valued at $800 or less may now be subject to duties and must go through the formal or informal entry process (with some exceptions for international postal network shipments).

New Duties for International Postal Packages

The Executive Order establishes a new duty rate for international postal packages sent to the United States through the international postal network. Carriers and recipients of international postal packages should expect that those packages will be assessed duties under the new rules rather than treated as duty-free.

Carriers Must Submit Modified IMDW

Carriers will fill out a modified CBP International Mail Duty Worksheet (IMDW) and submit it by email to CBPDM@cbp.dhs.gov and IntlMailDutyHelp@cbp.dhs.gov. CBP estimates 100 respondents, 12 responses per respondent (1,200 total responses), 2 hours per response, and 2,400 total annual burden hours.
