Analyzed Economic Effects
6 provisions identified: 3 benefits, 3 costs, 0 mixed.
Ferry Service Exemptions & Island Access
Commercial ferries moving between stops on their normal routes within the regulated area are exempt from the mandatory counterclockwise traffic pattern, and the rule includes provisions to allow reasonable and timely passage for passenger ferries serving Thompson Island, subject to security considerations.
Safety & Security Zones Around Ships
Safety zones include a 100-yard radius around each Tall Ship while anchored, a zone extending 1,000 yards ahead and astern and 100 yards on each side during transit, and a 25-yard zone while moored; foreign naval vessels will have 100-yard security zones. These zones are effective during July 10–16, 2026, and no vessel may enter without COTP permission.
Temporary Harbor Navigation Rules
From July 10 through July 16, 2026, Boston Harbor will be under special local regulations requiring vessels to follow a counterclockwise traffic pattern and travel at no-wake speeds not to exceed 5 knots (unless authorized by the Captain of the Port). Enforcement periods include 11:59 p.m. on July 10, 2026 through 4 p.m. on July 16, 2026, and violations are subject to penalties under 46 U.S.C. 70036 and 70052.
Spectator Zones with Size & Time Limits
Multiple spectator areas in Boston Harbor are designated for specific vessel types and sizes (for example, some areas are exclusively for recreational vessels 45 feet or less in length with superstructures under 10 feet, while others are for inspected small passenger vessels and charter vessels up to 50 feet in height). Several spectator areas apply only from 6 a.m. until 4 p.m. on July 11, 2026, and many forbid overnight anchoring.
Anchorage Grounds Temporarily Suspended
The rule temporarily stays 33 CFR 110.138 (Boston Harbor anchorage regulations) effective July 11, 2026, through July 16, 2026, suspending certain permanent anchorage grounds during Sail Boston activities.
Boston Harbor No-Discharge Zone Reminder
Boston Harbor (EPA Region 1) is a No-Discharge Zone: vessels may not discharge treated or untreated sewage within the designated area and must retain sewage on board and use onshore pump-out facilities for disposal.
