Monthly Container Data Reporting Requirement

If you are one of the thirty (30) largest ocean common carriers by containerized cargo volume, the Federal Maritime Commission will collect data monthly to compile a calendar quarterly report as required by the Ocean Shipping Reform Act of 2022 (46 U.S.C. 41110). Each monthly response is estimated to take 6 hours and 40 minutes, and the total annual burden across carriers is estimated at 2,401 hours.

Commission Concerns About Container-Level Identifiers

The Commission stated that requiring mandatory master bill of lading numbers and container numbers would convert vessel-level aggregate reporting into container-level shipment tracking, substantially increase compliance costs, and expose competitively sensitive operational data. The Commission views those recommendations as a risk to ocean carrier proprietary information, an excessive burden on the maritime industry, and outside the scope of OSRA 2022.
