Capital Transit Aid for Seniors

The Section 5310 program provides federal capital assistance to improve transportation for elderly persons, funding buses, vans, and in selected cases operating costs to remove transportation barriers for seniors. This program is expressly targeted at seniors and helps expand access to transportation services in urban and rural areas.

Transit Funding for People with Disabilities

The Section 5310 program funds transportation projects for individuals with disabilities, including capital purchases and, in selected cases, operating costs to remove barriers to transportation access. The program also supports projects that increase mobility specifically for persons with disabilities.

Rural Transit Grants and Tribal Transit Funding

Section 5311 (Formula Grants for Rural Areas) provides capital, planning, and operating assistance to rural areas with populations under 50,000, and includes the Rural Transit Assistance Program (RTAP) for training and technical help. A Tribal Transit Program under 5311 provides public transportation funding to federally recognized Indian Tribes.

Paperwork Burden on Program Recipients

FTA seeks OMB approval to continue its existing information collections for these programs, estimating 517 respondents and a total annual burden of 54,133 hours, with submissions occurring every two years. Comments on the collection are due by June 26, 2026.

ICAM Pilot Funds NEMT Coordination

The Innovative Coordinated Access and Mobility (ICAM) Pilot Program, available to Section 5310 recipients and subrecipients, helps finance projects that improve coordination of transportation and non-emergency medical transportation (NEMT) services, such as deployment of coordination technology and One-Call/One-Click centers. These projects aim to create or expand access to coordinated trip scheduling and service linkage.
