Import Limits on Fine Denier PSF
There is a quantitative restriction on imports of fine denier polyester staple fiber (fine denier PSF) that took effect on November 23, 2024 and runs through November 22, 2028. The restriction applies to fine denier PSF admitted temporarily free of duty under bond and entered under subheading 5503.20.00.
USITC Monitoring, Report, And Hearing Schedule
The U.S. International Trade Commission will monitor the domestic fine denier PSF industry and must send a monitoring report to the President and Congress by November 23, 2026. The Commission scheduled a public hearing starting at 9:30 a.m. on October 1, 2026, with key participation deadlines: file entry of appearance and requests for access to confidential business information (CBI) under an administrative protective order within 21 days after the Federal Register publication (May 28, 2026); prehearing briefs due by 5:15 p.m. on September 24, 2026; requests to appear by September 25, 2026; prehearing conference on September 28, 2026; and posthearing briefs due by 5:15 p.m. on October 8, 2026. All filings must be made electronically through the Commission's EDIS system.
