Kentucky data match to verify Lifeline/ACP
Starting July 1, 2026, the FCC and USAC will run a computer matching program with the Kentucky Cabinet for Health and Family Services for 18 months to verify whether Lifeline and Affordable Connectivity Program (ACP) applicants and subscribers are enrolled in SNAP or Medicaid in Kentucky. The match checks applicants/subscribers (including household qualifiers and minors whose status qualifies a parent) to confirm eligibility for Lifeline, ACP, and other federal programs that use Lifeline qualification.
Personal identifiers shared for verification
For the matching program, the National Verifier will send the last four digits of your Social Security Number, your date of birth, and your first and last name to the Kentucky Cabinet for Health and Family Services. Kentucky will reply 'yes' or 'no' about whether the individual is enrolled in SNAP or Medicaid administered by that Cabinet.
