No vessel or person may enter the zone during that 60‑minute period unless authorized by the Captain of the Port or a designated representative (contact via VHF‑FM channel 16 or (305) 535‑4472).

Coast Guard Says Minimal Small Business Impact

The Coast Guard certified that this single, 60‑minute safety zone will not have a significant economic impact on a substantial number of small entities because it affects a small area during a normally low‑traffic time and the Coast Guard will notify mariners via Broadcast Notice to Mariners on VHF‑FM channel 16.
