NOAA Seeks Comments on Nautical Reporting System

Published Date: 6/9/2026

Notice

Summary

NOAA is updating its Nautical Discrepancy and Data Reporting System, which helps keep U.S. coastal waters safe by improving nautical charts. This affects anyone involved in marine navigation and environmental protection. They’re asking for public comments by August 10, 2026, to make sure the system stays effective without adding extra paperwork or costs.

Analyzed Economic Effects

5 provisions identified: 3 benefits, 1 costs, 1 mixed.

More Hydrographic Survey Data Required

NOAA updated the Permit/Public Notice Status Report form to collect expanded hydrographic survey data, including construction start and end dates and specific units/datums for both Vertical and Horizontal Coordinate Reference Systems. The form now also includes a dedicated second page for “Special Instructions” to provide more granular technical guidance.

New Data License Options Added

The Permit/Public Notice Status Report form now includes a Data License section offering CC0-1.0 or CC-BY-4.0 equivalency and refers users to the Coast Survey data licensing website for details. This aligns the form with modern open-data policies.

Contact Must Include Organization Name

The Permit/Public Notice Status Report form now requires a Company/Organization Name in the contact section. NOAA says this facilitates better customer service and helps resolve nautical discrepancies more quickly.

Citizen Science Collection Removed

NOAA has completed the Citizen Science Chart Update Project and is removing that collection from OMB Control Number 0648-0007, so that specific information collection is ending under this approval.

Time and Cost to Respondors

NOAA estimates 1,570 respondents with each Project Status Report response taking about 10–15 minutes, for an estimated total annual burden of 797 hours and an estimated total annual cost to the public of $522.60. Participation is voluntary.
