Commerce Finalizes Duties on South Korean Acetone

The U.S. Department of Commerce found that Kumho P&B Chemicals from South Korea sold acetone in the U.S. at unfairly low prices between March 2024 and February 2025. Cash Deposit Requirement and All‑Others Rate

Starting on the publication date of these final results, importers must post cash deposits for shipments of acetone entered or withdrawn for consumption on or after that publication date. The cash deposit rate for KPB is the 1.43% established here, but the cash deposit rate for other producers/exporters not individually reviewed will remain the all-others rate of 33.10% (or a company-specific prior rate where applicable).

Automatic Assessment at All‑Others Rate

Commerce will apply its automatic-assessment practice for entries of KPB-produced acetone when KPB did not know the merchandise was destined for the United States; those entries will be liquidated at the all-others rate of 33.10% if there is no rate for the intermediate company. This applies to entries during the period March 1, 2024 through February 28, 2025.

Importer Duty‑Reimbursement Certificate Requirement

Importers must file a certificate about whether antidumping duties were reimbursed before liquidation of relevant entries during this review period, as required by 19 CFR 351.402(f)(2). If importers fail to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.

Final Dumping Margin for KPB

The Department of Commerce found Kumho P&B Chemicals (KPB) sold acetone in the U.S. at below-normal prices for the period March 1, 2024 through February 28, 2025 and assigned a weighted-average dumping margin of 1.43%. This finding is final and the related duties are applicable starting June 9, 2026.
