The U.S. Department of Commerce (Commerce) determines that countervailable subsidies were provided to Oman Aluminium Rolling Company SPC (OARC), a producer and exporter of certain aluminum foil (aluminum foil) from the Sultanate of Oman (Oman) during the period of review (POR) January 1, 2023, through December 31, 2023.

11.38% Countervailing Duty for OARC
Commerce found that Oman Aluminium Rolling Company SPC received countervailable subsidies during January 1, 2023 through December 31, 2023, and determined a net countervailable subsidy rate of 11.38 percent ad valorem for that period. That 11.38% rate applies to entries of aluminum foil produced or exported by OARC as described in this review.
Cash Deposits Required Starting Publication
Commerce intends to instruct U.S. Customs and Border Protection to collect cash deposits of estimated countervailing duties in the amount shown (11.38% for OARC) for shipments of the subject aluminum foil entered, or withdrawn from warehouse, for consumption on or after the date of publication of these final results. These cash deposits, when imposed, shall remain in effect until further notice.
Assessment Instructions Timing and Liquidation Hold
Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication of the final results (publication date September 15, 2026). If a timely summons is filed at the U.S. Court of International Trade, the assessment instructions will direct CBP not to liquidate relevant entries until the time for parties to file a request for a statutory injunction has expired (i.e., within 90 days of publication).
Non-Reviewed Companies Keep Prior Deposit Rates
For companies not reviewed in this administrative review, Commerce will instruct CBP to continue collecting cash deposits of estimated countervailing duties at the most recent company-specific rate or the all-others rate, as appropriate. Those cash deposit instructions will remain in effect until Commerce provides further notice.
