Notice

Summary

The FCC is reviewing its paperwork rules to make sure collecting info is useful and not too hard, especially for small businesses. They’re asking companies and the public to share thoughts by August 14, 2026, to help improve how they gather info about switching from TTY to Real-Time Text technology. This update could save time and reduce hassle while keeping communication tech up to date.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Waiver Notices: TTY Not Supported for 911 Over IP

Wireless providers that obtain a waiver to stop supporting TTY over IP-based wireless must notify customers that, until TTY is sunset, TTY will not be supported for 911 calls over IP-based wireless services and must list text-based alternatives. Notices must be coordinated with public safety answering points and national consumer groups and include alternatives like TTY over the PSTN, PSTN-based and IP-based TRS, and text-to-911 where available.

FCC Seeks Input to Cut Small-Business Paperwork

The FCC is asking for public comments by August 14, 2026, on its information collection about the transition from TTY to Real-Time Text to reduce paperwork burdens, especially for small businesses with fewer than 25 employees. The current collection lists 608 respondents, 3,040 responses, an estimated 2 to 60 hours per response, and a total annual burden of 70,528 hours.

Providers Encouraged to Do Accessible Consumer Outreach

The FCC’s rules encourage wireless providers and manufacturers that transition from TTY to Real-Time Text to create and share consumer education materials, post accessible information online, run a telephone hotline and online interactive service, and train staff. Outreach must be provided in accessible formats such as large print, Braille, captioned and video-described American Sign Language videos, emails to consumers who opted in, and printed materials.
