Require CAP Alerts to Be Signed
The FCC proposes requiring EAS Participants to reject Common Alerting Protocol (CAP) Emergency Alert System messages that do not include a valid digital signature. The NPRM notes that more than 2,000 federal, state, local, tribal, and territorial alerting authorities use FEMA's IPAWS, which digitally signs alerts, and asks for comment on impacts to non-IPAWS systems.
Authenticate Legacy EAS Alerts
The FCC seeks comment on requiring digital signatures or other authentication for legacy EAS alerts sent using the EAS Protocol. The NPRM cites CSRIC VI analysis that adding a 2048-bit digital signature could add about 8.6 seconds to validation and processing and asks how that delay, multiplied in daisy-chain rebroadcasts, would affect timely delivery.
Universal Alert Message ID to Stop Duplicates
The FCC proposes that Participating Commercial Mobile Service (CMS) Providers use a common "universal alert message ID" assigned to each Wireless Emergency Alert (WEA) message so mobile devices can identify and suppress duplicate alerts. The proposal references IPAWS-assigned unique IDs and seeks comment on shortening or hashing them for use in WEA metadata.
WEA Rebroadcast Every 60 Seconds
The FCC seeks comment on requiring Participating CMS Providers to rebroadcast each WEA message at least once every 60 seconds throughout an alert's active period. The NPRM notes that at least one major provider already rebroadcasts every 60 seconds and that some commenters supported one-minute intervals.
Eliminate Legacy Geotargeting Exceptions
The FCC proposes eliminating existing WEA geotargeting exceptions that allow more than 0.1 mile of overshoot for legacy networks/devices and other circumstances, and would require delivery to "100 percent of opted-in WEA-capable mobile devices that are connected to its network and located in the Alert Message's target area." The NPRM notes many providers are retiring 2G/3G networks.
Turn On Location Services for WEA (With Safeguards)
The FCC proposes eliminating the geotargeting exception for devices with location services disabled and seeks comment on requiring devices to turn on location services when a WEA is received (similar to 911), while prohibiting use of that location information for non-WEA purposes, prohibiting transmission of the location over networks, and deleting the location data immediately after geofencing.
FIPS‑Code Alerts Must Match Polygon Accuracy
The FCC proposes requiring WEA messages that geotarget using FIPS county codes (geocodes) to achieve the same accuracy limit as messages using polygons or circles (no more than 0.1 mile overshoot). The NPRM notes the U.S. Census Bureau now publishes county-to-polygon mappings that may enable conversion.
Stop WEA Retransmission Near 24‑Hour End
The FCC seeks comment on requiring Participating CMS Providers to cease retransmission of WEA messages with a 24-hour active period five minutes before that period ends, to mitigate duplicate-display issues caused by devices purging old alerts.

Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. 2026-15598, Upper C-Band (3.98-4.2 GHz); Expanding Flexible Use of the 3.7 to 4.2 GHz Band
In this document, the Federal Communications Commission (Commission) adopted a Report and Order, Order of Proposed Modification, and Order on Reconsideration (Order), that expands the ecosystem for next-generation wireless services in the 3.7-4.2 GHz band (C-band) by making 160 megahertz of the 3.98-4.2 GHz band (Upper C- band) available for terrestrial wireless flexible use. This action is pursuant to Congress' direction in the One Big Beautiful Bill Act to complete a system of competitive bidding by July 4, 2027, for at least 100 megahertz of spectrum in the 3.98-4.2 GHz band. The Order creates a single 3.7 GHz Service that spans 3.7-4.14 GHz and adopts competitive bidding procedures for an auction. The Order largely applies the current Lower C-band licensing and operating rules to the Upper C-band, but it imposes more forward-leaning performance requirements. The Commission also generally adopts the Lower C-band technical rules for the Upper C-band, with certain modifications designed to reinforce a successful coexistence environment with adjacent band radio altimeters. The Order requires new licensees in the Upper C-band, as a condition of their licenses, to reimburse defined incumbent Fixed Satellite Service (FSS) licensees for reasonable and necessary costs associated with migrating FSS operations out of the reconfigured portion of the Upper C-band, consistent with the Commission's Emerging Technologies precedent. The Order also provides incentives to eligible space station operators that meet their clearing obligations by specified transition deadlines. Finally, new Upper C-band licensees must provide rebates for defined classes of eligible aircraft owners and operators to facilitate compliance with the FAA's radio altimeter retrofit requirements, which are designed to promote successful coexistence between Upper C-band licensees and radio altimeters in the 4.2-4.4 GHz band.
2026-15418, Seeking Comment on Prohibiting the Importation and Marketing of Certain Covered UAS and UAS Critical Components and Equipment Listed in Section 1709 of FY2025 NDAA.
In this document, the Public Safety and Homeland Security Bureau (PSHSB) and the Office of Engineering and Technology (OET) seek comment on proposing to prohibit the continued importation and marketing of certain previously authorized equipment that has been determined to pose an unacceptable risk to the national security of the United States or to the and security of United States persons. Through Public Notice, acting pursuant to section 2.939 of the Federal Communications Commission's rules, PSHSB and OET propose to apply such prohibitions to certain previously-authorized foreign-produced uncrewed aircraft systems (UAS) and UAS critical components, and certain communications and video surveillance equipment listed in section 1709 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (FY2025 NDAA), added to the Covered List in December 2025.

The FAA proposes to supersede Airworthiness Directive (AD) 2018-26-01, which applies to all CFM International, S.A. (CFM) Model CFM56-7B engines. AD 2018-26-01 requires initial and repetitive ultrasonic inspections or eddy current inspections of certain fan blades for crack indications and, depending on the results of the inspections, replacement with parts eligible for installation. Since the FAA issued AD 2018-26-01, CFM issued updated service material providing improvements to the ultrasonic inspection procedures and expanding the inspection area. This proposed AD would require initial and repetitive ultrasonic inspections or eddy current inspections of certain fan blades for crack indications and, depending on the results of the inspections, replacement with parts eligible for installation. The FAA is proposing this AD to address the unsafe condition on these products.

This action proposes to amend Jet Route J-24 and Very High Frequency Omnidirectional Range Federal (VOR) Airways V-244 and V-508 and revoke VOR Federal Airway V-255 in the vicinity of Hays, Kansas. The FAA is proposing this action due to the planned decommissioning of the VOR portion of the Hays, KS, VOR/Tactical Air Navigation (VORTAC) navigational aid (NAVAID). The VOR portion of this NAVAID is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program. The TACAN portion of this NAVAID will be retained.
