Per-call VRS eligibility checks

If you use Video Relay Service (VRS), VRS providers must validate the eligibility of the party on the video side of each call by querying the TRS User Registration Database or the TRS Numbering Directory on a per-call basis. Emergency 911 calls are excepted from this per-call validation. This text reinstates 47 CFR 64.615(a)(1).
