Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Certification letter required for early LPR application

If you are a T visa holder who wants to apply for adjustment to Lawful Permanent Resident (LPR) status within 3 years of receiving the T visa, you must submit a document signed by the Attorney General or their designee attesting that the investigation or prosecution is complete (see 8 U.S.C. 1255(l)(A) and 8 CFR 245.23(e)(2)(i)(B)). DOJ's new collection is for requests for that certification letter.

New DOJ e-form for T visa letters

The Department of Justice is creating a new form called "Requests for DOJ Certification Letters for T Visa Holders" so eligible non-citizen victims of human trafficking can request DOJ certification letters to support their immigration cases. The collection will permit electronic submissions to make the process easier and faster, and the public may comment on the form through August 17, 2026.

Estimated applicant time burden

DOJ estimates an average of about 3 hours for an applicant to compile the request for a certification letter. The agency assumes 2,000 applications annually and calculates a total annual time burden of 6,000 hours (2,000 × 3 hours).
