HUD Asks: Are Your Building Supplies American Enough?

Published Date: 6/18/2026

Notice

Summary

HUD wants to hear from manufacturers and suppliers about products used in housing projects funded by the Build America, Buy America Act. They’re checking which items are made in the U.S. to make sure future housing projects use American-made materials. If you have info, speak up by July 20, 2026, because this could shape how HUD spends money on building and fixing homes.

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Manufacturers: Submit BABA Info by July 20

If you manufacture or supply products used in HUD-funded housing projects, HUD asks you to submit information about domestic production and Build America, Buy America (BABA) compliance by July 20, 2026. HUD specifically asks for U.S. manufacturing locations, production quantities, whether final manufacturing occurs in the U.S., and whether U.S. components account for more than 55% of total component cost.

HUD May Grant Waivers for Unavailable Items

HUD will use responses to evaluate whether short-term, product-specific or general applicability waivers from BABA are needed when products are unavailable. HUD has previously published waivers including Exigent Circumstances and De Minimis/Small Grants (Dec 14, 2022) and extensions for Tribal recipients (May 30, 2023) and Pacific Island/Territory recipients.

Responses Could Drive Domestic Production Expansion

HUD will use the information it collects to decide how to engage industry to encourage expansion of domestic production and to estimate when items currently waived may become available from U.S. sources. HUD also plans to share this information with other federal agencies that manage housing and building programs.

HUD Lists Specific Housing Product Categories

HUD is asking for information about domestic availability and BABA compliance for specific product categories used in housing projects, including HVAC systems (e.g., VRF, heat pumps, PTAC), plumbing fixtures (toilets, sinks, faucets, tubs/showers), door hardware (electronic access), elevators, fire alarm/suppression systems, solar panels, electrical components (LED fixtures, surge protection, security cameras, panelboards, GFCI devices), and wood trusses. HUD requests details on domestic production, BABA status, capacity, and lead times for each listed product.
