Truckers Finally Ditch Paper Manuals for Digital Logs

Published Date: 6/22/2026

Rule

Summary

Starting July 22, 2026, commercial truck drivers no longer have to keep a paper copy of their electronic logging device (ELD) manual in their vehicles. Drivers still need to know how to use their ELDs to keep accurate records and show them during inspections. This change cuts down on paperwork without hurting safety or costing extra money.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

No Paper ELD Manual Required

If you drive a commercial truck that uses an electronic logging device (ELD), starting July 22, 2026 you no longer have to keep a paper copy of the ELD operator's manual in your vehicle. FMCSA says this removes a paperwork burden and expects de minimis cost savings (the agency noted over 3,000 drivers were cited for this in 2024), but carriers and drivers may still choose to carry a manual.

ELD Operation Proof and Instruction Sheet Required

Even though you no longer must keep a paper manual in the vehicle, you must still be able to demonstrate you can operate your ELD when an inspector asks, and your motor carrier must ensure you have an instruction sheet describing data transfer methods and step-by-step instructions for producing and transferring Hours-of-Service (HOS) records. The rule retains the requirement that drivers show device operation upon request (see section 395.24(d)).
