Public Scoping Meetings in Spokane
You can attend public scoping meetings about the Upriver Dam Hydroelectric Project on July 8, 2026 (5:30 p.m.–7:30 p.m. Pacific Daylight Time) and July 9, 2026 (9:00 a.m.–11:00 a.m. Pacific Daylight Time) at Spokane Community College, 1810 N. Greene Street, Spokane, WA 99217. Written comments on the Pre-Application Document and Scoping Document 1 must be filed by August 7, 2026, at 5:00 p.m. Eastern Time.
Site Visit RSVP and Safety Rules
If you want to join the Environmental Site Review of the Upriver Dam on July 9, 2026 starting at 1:00 p.m., you must RSVP to Richard Proszek at (509) 742-8158 or via email on or before June 26, 2026; the meeting location will be given to those who RSVP. No personal vehicles are allowed beyond public parking, all attendees must wear sturdy closed-toe shoes or boots, and the tour will proceed rain or shine.
Oral Comments Become Public Record
If you speak at a scoping session, your oral comments will be recorded by a court reporter and will become part of the public record; transcripts will be available on FERC's eLibrary. A 5-minute time limit per speaker may be implemented if many people wish to speak, and staff will hand out speaking numbers in order of arrival.
