FAA Keeps Collecting Privacy ICAO Addresses

Published Date: 6/29/2026

Notice

Summary

The FAA wants to keep collecting info from aircraft operators who apply for a special privacy ICAO address online. This helps keep flights safe and follow rules. If you’re involved, you can share your thoughts by August 25, 2026, to help improve the process—no extra costs or big changes are planned.

Analyzed Economic Effects

4 provisions identified: 0 benefits, 3 costs, 1 mixed.

Short Application Time Burden

If you apply for a Privacy ICAO address, each web application takes about 15 minutes. FAA estimates up to 15,000 respondents and a total annual burden of 12,563 hours for the collection.

Eligibility Limited to U.S. Aircraft

Only U.S.-registered aircraft can be assigned a privacy ICAO address, and participation is voluntary. An operator cannot use a privacy ICAO address unless authorized to use a third-party flight identification, and no privacy ICAO address will be assigned to more than one U.S.-registered aircraft at the same time.

What FAA Will Collect and Monitor

The FAA will collect your aircraft registration number, permanent ICAO address, and the aircraft owner's phone number, email, and physical address when you apply. The FAA will download this information and enter it into its ADS-B Performance Monitor for monitoring and enforcement.

Address Change Frequency Limit

If you use a privacy ICAO address, you can change that privacy address, but not more often than once every 20 days. An operator may change the privacy ICAO address sooner than 20 days only if real-world security concerns arise.
