CMS and Peace Corps Team Up to Verify ACA Eligibility

Published Date: 6/30/2026

Notice

Summary

The Centers for Medicare & Medicaid Services (CMS) is teaming up again with the Peace Corps to double-check who’s eligible for health coverage under the Affordable Care Act. This matching program starts around July 2026 and runs for 18 months, helping make sure folks get the right benefits without any mix-ups. If all goes well, it could be renewed for another year—no extra cost or hassle for most people.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Marketplace subsidy eligibility checked

Starting around July 1, 2026 and running through December 31, 2027, CMS will match Peace Corps volunteer records to marketplace applicants to check whether someone had Peace Corps minimum essential coverage. If you applying for or enrolled in a qualified health plan through an exchange are found to be eligible for a Peace Corps health benefit plan, that eligibility precludes your eligibility for financial assistance such as an advance premium tax credit and cost‑sharing reductions.

Peace Corps volunteer data shared daily

The Peace Corps will provide CMS daily files identifying active and recently separated volunteers and the dates they were eligible for a Peace Corps health benefit plan. The Peace Corps will send identity and coverage period records (last name, middle initial, first name, and date of birth) to CMS, and CMS will make that data available to state administering entities through a data services hub.

Matches must be verified before adverse action

Under the Privacy Act requirements cited in the notice, individuals whose information is used in this matching program must be notified that their information may be verified, and CMS must verify match findings before suspending, terminating, reducing, or finally denying an individual's benefits or payments. These protections apply to the matching activities that will run from about July 1, 2026 through December 31, 2027.
