The Department of Commerce found Australian silicon metal is being sold in the U.S. at less than fair value and set an estimated weighted-average dumping margin of 6.16% for Simcoa and for all other producers. U.S. Customs and Border Protection will require cash deposits equal to these estimated antidumping duty rates beginning upon publication of this notice.

ITC Injury Decision and Possible Refunds

Commerce will notify the U.S. International Trade Commission (ITC) of this final affirmative determination and the ITC has up to 45 days from this final determination to decide whether U.S. industry is materially injured. If the ITC finds no injury, cash deposits will be refunded and suspension of liquidation will be lifted; if it finds injury, Commerce will issue an antidumping duty order and duties will be assessed on entries as described.

Suspension Dates and Deposit Timing

Commerce instructed Customs to continue suspending liquidation of entries of the subject silicon metal that were entered or withdrawn from warehouse for consumption on or after February 9, 2026. These suspension instructions will remain in effect until further notice and the cash deposit requirement imposed upon publication will apply to those entries.

Scope: Semiconductor Grade Excluded

The investigation covers silicon metal containing at least 85.00 percent but less than 99.99 percent silicon and less than 4.00 percent iron. Semiconductor grade silicon (at least 99.99 percent silicon) is explicitly excluded from the scope of this investigation.
