Telecom accessibility and recordkeeping rules

If you are a person with a disability, the FCC requires providers and equipment manufacturers to make advanced communications services and equipment accessible and usable by people with disabilities. Companies and manufacturers must keep records, certify annually, and follow complaint procedures; this information collection (OMB 3060-1167) covers 4,024 respondents, totals 90,187 annual burden hours, and shows estimated response times from 0.5 hours to 35 hours and total annual costs of $14,800.

ISP broadband labels at point of sale

If you shop for home or mobile internet service, ISPs must display a standard broadband consumer label at the point of sale that shows prices (including whether a price is an introductory rate and the post-introductory price), data allowances, speeds, whether the provider participates in the Affordable Connectivity Program, and links to policies. Labels must be machine-readable, accessible to people with disabilities and non-English speakers, available on websites/retail/phone channels and kept in an archive for no less than two years after the plan is removed.

Tower construction historic-review costs

If you apply to construct or collocate on communications towers, you must complete FCC Form 620 or 621 and follow the Section 106 historic-preservation review (including TCNS notifications) before construction begins; failure to complete the review may violate section 110(k) of the National Historic Preservation Act. This information collection (OMB 3060-1039) involves 70,152 respondents, estimated 97,929 annual burden hours, estimated 1–5 hours per response, and an annual cost burden of $13,087,425.
