STA access for UAE government and approved entities

Starting July 10, 2026, the UAE Government and approved commercial entities listed in supplement no. 8 may use License Exception Strategic Trade Authorization (STA) as specified in that supplement, allowing license-free exports, reexports, and transfers (in-country) of certain military items, some commercial satellites/spacecraft, and dual-use items for oil and gas, desalination, and civil nuclear power, subject to STA terms and recordkeeping.

UAE moved to friendlier export group

On July 10, 2026 the UAE is removed from Country Groups D:3 and D:4 and added to Country Group A:5. That change makes more license exceptions (including TMP, GOV, TSU, AVS, APR, ACE, and BAG) available for exports, reexports, and transfers (in-country) to or within the UAE and removes certain missile- and CB-related end-use restrictions under Sec. 744.3 and Sec. 744.6 for the UAE.

Advanced computing exports still restricted unless approved

BIS will continue to require licenses for many advanced computing items (including ECCNs such as 3A090 and related items) to or within the UAE, except where the ultimate consignee and all end users are UAE Government entities or approved commercial entities listed in supplement no. 8 and specified as approved to receive such items license-free.

Specific companies approved to receive tech

Supplement no. 8 names approved ultimate consignees and end users in the UAE and certain U.S.-headquartered AI companies (and their subsidiaries) that may receive advanced computing items license-free and/or use License Exception STA; named entities include G42 (Group 42 Holding Ltd), Core42, and U.S.-headquartered companies such as Amazon, Apple, Google, Meta, Microsoft, OpenAI, Oracle, and X.AI as specified in the supplement.

Temporary approval for two UAE AI companies

Two UAE-based AI companies listed in supplement no. 8 (G42 and Core42) are authorized to receive advanced computing items license-free and/or use STA as specified, but absent subsequent BIS notice, that authorization will automatically expire on April 6, 2027.

Fewer license filings and small paperwork savings

BIS expects about 50 fewer license applications per year because of increased use of license exceptions for the UAE, saving about 25 burden hours and approximately $950 under OMB collection 0694-0088; BIS expects an increase in burden under collection 0694-0137 from greater use of license exceptions and no change to AES filing requirements.

MGX-related license review preference

BIS intends to favorably review export license applications involving the UAE-headquartered company MGX for the export of semiconductors and servers to the UAE.
