Coast Guard Grants 'Get Out of Light Rules Free' Cards

Published Date: 7/15/2026

Notice

Summary

The Coast Guard Heartland District has issued special certificates that let certain unique vessels skip some usual light, shape, and sound rules because following them would mess with the vessel’s design. This helps keep these special boats safe without breaking the rules. These certificates were given out between February and June 2026, affecting vessel owners and operators who want to stay compliant without costly changes.

Alternative Light/Signal Compliance Allowed

The Coast Guard Heartland District issued certificates of alternative compliance that let vessels of special construction or purpose use alternative placements for required lights, shapes, and sound signals instead of fully following certain 1972 COLREGS provisions. These certificates were issued for named vessels between February 2026 and June 2026 and are published as required by statute.

How To Get a COAC

Owners, builders, operators, or agents of vessels of special construction or purpose may apply to the Coast Guard District office where the vessel is built or operated for a determination that alternative requirements are justified under 33 CFR 81.5 and 81.9. If the Coast Guard determines the vessel cannot fully comply without interfering with its special function, the Chief of the Prevention Division issues a certificate of alternative compliance and publication in the Federal Register is required.
