Airlines Keep Filing the Same Emissions Reports as Before

Voluntary MRV Reporting Requirement

You are asked to submit a one-time Emissions Monitoring Plan (EMP) and an annual Emissions Report (ER) to the FAA, and you may optionally submit an ER Eligible Fuels Annex (EFA). All submissions use Microsoft Excel templates and can be emailed or uploaded to a web portal; the program is described as voluntary for certain U.S. air carriers and commercial operators.

Estimated Reporting Time Burdens

FAA estimates filling an EMP takes about 28.6 hours. For annual reporting, FAA estimates about 49.4 hours per operator per year on average; operators using a Fuel Use Monitoring Method may spend about 60 hours per year for the ER plus an additional potential 8 hours for the ER EFA, while operators using a simplified Monitoring Method may spend about 17.5 hours per year for the ER plus an additional potential 4 hours for the ER EFA.

Specific Operations Excluded

You are not covered by Annex 16, Volume IV reporting if your operations are domestic flights; humanitarian, medical, or firefighting operations (including adjacent repositioning flights with the same airplane); operations using airplanes with maximum certificated take-off mass ≤ 5,700 kg; or operations on behalf of the military. These activities are explicitly excluded from the Annex.

FAA Sharing of Submitter List with ICAO

FAA will retain a copy of submitted EMPs and will share with ICAO a list of operators that submit EMPs; FAA says it will not submit specific EMPs to ICAO. Your participation may therefore be recorded on a list provided to ICAO even though individual EMP content will not be sent.
