Block on Multilateral Bank Loans to Sudan
Starting July 20, 2026, the U.S. will oppose the extension of any loan or financial or technical assistance to Sudan from multilateral development banks. The Under Secretary waived this sanction only for loans or assistance that serve the basic human needs of Sudanese citizens.
Wide Export Restrictions to Sudan
From July 20, 2026 the U.S. will use authorities to prohibit exports to Sudan of all goods and technology except food and other agricultural commodities and products. Some limited authorizations are allowed for items on the Commerce Control List under License Exceptions CCD, GOV, ENC, BAG, TMP, RPL, TSU and ACE and in narrow cases for safety of flight, deemed exports, and wholly-owned subsidiaries; all other CCL licenses will be reviewed under a "presumption of denial."
Suspend Sudanese Government-Owned Airlines
The Department of Transportation will suspend the authority of foreign air carriers owned or controlled by the Government of Sudan to fly to or from the United States. These measures take effect July 20, 2026 and will remain in place for at least one year and until further notice.
