Summary
We are advising the public that we have prepared a pest risk analysis that evaluates the risks associated with the interstate movement of fresh turmeric rhizomes (Curcuma longa L.) for consumption from Puerto Rico into the continental United States. Based on the analysis, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the interstate movement of fresh turmeric rhizomes from Puerto Rico. We are making the pest risk analysis available to the public for review and comment.

Possible Authorization for Turmeric Shipments
APHIS has prepared a pest risk analysis and a risk management document (RMD) for the interstate movement of fresh turmeric rhizomes (Curcuma longa L.) for consumption from Puerto Rico into the continental United States. After public comments (accepted through September 25, 2026), APHIS may authorize interstate movement if the Administrator's risk determination remains unchanged; any authorization would be subject to the requirements specified in the RMD.
Shipments Must Meet Phytosanitary Measures
APHIS determined that one or more designated phytosanitary measures will be sufficient to mitigate pest risks for interstate movement of fresh turmeric rhizomes from Puerto Rico. If interstate movement is authorized, shipments will need to meet the phytosanitary requirements identified in the RMD and in 7 CFR 318.13-4(b).
