Summary

As part of its continuing effort to reduce paperwork burdens, as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal Agencies to take this opportunity to comment on the following information collection. Pursuant to the Small Business Paperwork Relief Act of 2002, the FCC seeks specific comment on how it can further reduce the information collection burden for small business concerns with fewer than 25 employees.

Paperwork Burden on Cable Operators

If you are a cable operator or a state/local/Tribal government completing an assignment or transfer of a cable television franchise, you must use FCC Form 394. The FCC estimates 2,000 respondents (1,000 responses), 1–5 hours per response, a total annual burden of 7,000 hours, and total annual costs of $750,000 (OMB control number 3060-0573).

Small-Business Comment Opportunity (<25 Employees)

If your small business has fewer than 25 employees, the FCC is specifically asking for comments on how to further reduce the information collection burden under the Small Business Paperwork Relief Act. Submit written comments by August 26, 2026 via www.reginfo.gov (and email copies to Cathy Williams at the FCC) to be considered.
