ANA is issuing final interpretive rules, general statements of policy, and rules of agency organization, procedure, or practice relating to the following Fiscal Year (FY) 2026 Notices of Funding Opportunity (NOFOs): Economic Advancement Grants for Local Empowerment (EAGLE), AI3 Action Institute--Artificial Intelligence for American Indians (AI3 Action Institute), and the National Center for Native Training and Technical Assistance (NCNTTA).

Consolidated TTA Cooperative Agreement
ANA will consolidate four Training and Technical Assistance (TTA) contracts into a single national cooperative agreement. The notice states the cooperative agreement funding level is $3.1 million per fiscal year and says the new model will provide specialized subject-matter experts for regions, improve operational integration, and increase responsiveness to agency priorities.
EAGLE and AI3 For‑Profit Ineligibility
Under 42 U.S.C. 2991b, entities eligible for EAGLE and the AI3 Action Institute grants do not include for-profit organizations. That means for-profit businesses cannot apply for EAGLE or AI3 funding under the statutory eligibility rules described.
NCNTTA Allows For‑Profit Applicants
Under 42 U.S.C. 2991c, the National Center for Native Training and Technical Assistance (NCNTTA) allows for‑profit entities to apply. For‑profit organizations may therefore be eligible to compete for NCNTTA funding even though they are excluded from EAGLE and AI3.
Alaska Native Communities Remain Eligible
The notice confirms Alaska Native communities will remain eligible across EAGLE project areas, including the IDEAS project area, and that EAGLE will serve Alaska Native communities alongside other eligible Native communities. ANA says it will consider distinct Alaska circumstances in future programming.
Program Income Must Support Award Activities
Program income earned from award‑supported project activities must be used for the purposes of the award and in accordance with the award terms and federal requirements, including 2 CFR 200.307. The NOFO and award terms will govern how program income is treated for funded projects.
Cultural Preservation Central to FY2026 NOFOs
ANA states cultural preservation, transmission, and Native cultural frameworks will remain integral to program design and implementation for economic development NOFOs in FY2026. The FY2026 NOFOs are designed to support economic development in ways that respect Native cultural and community outcomes.

This NPRM proposes to rescind and replace the Head Start Program Performance Standards (Performance Standards), last revised in 2024. The proposed Performance Standards would significantly reduce Federal bureaucratic burden on programs; defer to State policies wherever possible; return substantial local control to Head Start agencies delivering the services and to parents as the primary caregivers and decision-makers for their children; reduce unnecessary duplication of Head Start regulations with Federal statute and other regulations; and emphasize the critical role of health, nutrition, and physical exercise for young children.
2026-11530, Employment and Training Services for Noncustodial Parents in the Child Support Program; Rescission
The government plans to cancel a recent rule that let child support agencies offer job training to noncustodial parents using federal funds. This change affects agencies and parents involved in the child support program and could shift how support services are funded and delivered. Comments on this proposal are open until August 10, 2026, so folks have time to weigh in before it’s final.
