Summary
In compliance with the requirement for opportunity for public comment on proposed data collection projects of the Paperwork Reduction Act of 1995, HRSA announces plans to submit an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB). Prior to submitting the ICR to OMB, HRSA seeks comments from the public regarding the burden estimate, below, or any other aspect of the ICR.

HRSA Will Link Award Data To CMS Datasets
HRSA will use organizational NPIs and CCNs to link its program and award data to publicly available CMS datasets to support research, program evaluation, evidence-building, and to help identify funding overlap and minimize fraud, waste, and abuse.
HRSA Will Request Org NPIs and CCNs
If your organization applies for HRSA funding through Grants.gov and already has an organizational National Provider Identifier (Type 2 NPI) and/or a CMS Certification Number (CCN), HRSA will ask you to provide that identifier as part of the Grants.gov application.
No Requirement To Obtain NPI or CCN
An organization that does not have an NPI or CCN is not required to obtain one in order to apply for or receive HRSA funding; eligibility for HRSA funding is unaffected by whether an organization provides these identifiers.
Collection Limited To Organizational IDs, Not Individuals
The proposed form collects only organizational identifiers (Type 2 NPIs and CCNs) from organizations that already have them; it will not collect individual (Type 1) NPIs or other personally identifiable information, and data from this collection will not be used to verify eligibility or compliance for cash or in-kind assistance under HRSA programs.
Estimated Time Burden For Applicants
HRSA estimates total annual burden of 280.50 hours across 6,375 applicants. Estimates: 3,400 respondents with no NPI/CCN at 0.02 hours each (68.00 hours); 1,700 with one NPI/CCN at 0.05 hours each (85.00 hours); and 1,275 with two or more NPIs/CCNs at 0.10 hours each (127.50 hours).
