2026-18948, Order Under Sections 362 and 365 of the Public Health Service Act Continuing the Suspension of the Right To Introduce Certain Persons From Countries Where a Quarantinable Communicable Disease Exists

The Centers for Disease Control and Prevention (CDC), a component of the Department of Health and Human Services (HHS), announces it is issuing an Order under Sections 362 and 365 of the Public Health Service Act, and associated implementing regulations, continuing the suspension of the right to introduce certain persons from countries where an outbreak of a quarantinable communicable disease exists. This Order was issued on September 11 and shall remain in effect through 4:59 p.m. Eastern Daylight Time (EDT) on Sunday, October 11, 2026. This Order may be amended or rescinded prior to that time at the discretion of the Director.

The Administrator of the World Trade Center (WTC) Health Program has received a petition (Petition 048a) to add "peripheral vascular disease" (referred to herein as "peripheral artery disease") to the List of WTC-Related Health Conditions. Upon reviewing the scientific and medical literature, including information provided by the petitioner, the Administrator has determined that there is insufficient evidence available to support taking further action at this time regarding peripheral artery disease. The Administrator also finds that insufficient evidence exists to request a recommendation of the WTC Health Program Scientific/Technical Advisory Committee, publish a proposed rule, or publish a determination not to publish a proposed rule.

Upon reviewing the scientific and medical literature, including information provided by the petitioners, the Administrator has determined that there is insufficient evidence available to support taking further action regarding stroke at this time. This notice invites comment on a proposed information collection project titled Possession, Use, and Transfer of Select Agents and Toxins (42 CFR 73). This data collection allows CDC and APHIS have to collect information on the possession, use, and transfer of select agents and toxins.

The Centers for Disease Control and Prevention (CDC), located within the Department of Health and Human Services (HHS), announces three separate awards to fund Vietnam Administration of Medical Services (VAMS), National Institute of Medical Research (NIMR), and ASEAN+3 FETN Foundation. For Vietnam Administration of Medical Services (VAMS), the award is approximately $2,000,000 for Federal Fiscal Year (FFY) 2026, with an expected total funding of approximately $10,000,000. For National Institute of Medical Research (NIMR), the award is approximately $2,000,000 for FFY 2026, with an expected total funding of approximately $10,000,000. For ASEAN+3 FETN Foundation, the award is approximately $500,000 in FFY 2026, with an expected total funding of approximately $2,500,000. The total 5-year period amount for the three recipients is $22,500,000, subject to the availability of funds. Funding amounts for years 2-5 will be set at continuation. The awards will support activities to protect Americans and people worldwide from public health threats by building capacity within their respective countries to strengthen public health preparedness; advancing early pathogen detection to mitigate the impact of global disease outbreaks and public health; and bolstering rapid response to global health emergencies.
