Review of foreign-built 12‑passenger vessel
MARAD has received a request to allow the foreign-built small passenger vessel S/V DOS PARA UNO to be used in United States coastwise trade. MARAD is asking for public comments through August 31, 2026, to determine whether that proposed use would have an undue adverse effect on U.S. vessel builders or coastwise trade businesses that employ U.S.-built vessels. Eligible small passenger vessels in this process are those that solely carry no more than 12 passengers for hire.
Possible coastwise endorsement if no adverse effect
If MARAD determines the proposed coastwise use will not adversely affect U.S. vessel builders or coastwise trade businesses, the U.S. Coast Guard may issue a certificate of documentation with a coastwise trade endorsement allowing the foreign-built small passenger vessel to operate in coastwise trade. The rule applies to small passenger vessels that solely carry no more than 12 passengers for hire.
