Summary
The U.S. Department of Commerce (Commerce) determines that certain exporters of hydrofluorocarbon blends (HFC blends) from the People's Republic of China (China) sold subject merchandise at less than normal value during the period of review (POR), August 1, 2023, through July 31, 2024. Further, we also determine that Zhejiang Yonghe Refrigerant Co., Ltd. (Zhejiang Yonghe) had no shipments of subject merchandise to the United States during the POR.

Sanmei Assigned 182.61% Dumping Margin
Commerce determined that Zhejiang Sanmei Chemical Industry Co., Ltd. (Sanmei) has an estimated weighted-average dumping margin of 182.61 percent for sales during August 1, 2023 through July 31, 2024. This margin will be used to calculate antidumping duties and the cash deposit rate for Sanmei's shipments entered on or after the publication date (July 30, 2026).
China-Wide Rate Remains 216.37%
Commerce confirmed that the China-wide entity rate remains 216.37 percent and will apply to Chinese exporters that have not demonstrated entitlement to a separate rate for the period August 1, 2023 through July 31, 2024. Companies listed in Appendix II are considered part of the China-wide entity and are subject to that 216.37 percent rate.
Cash Deposit Rules for Future Shipments
Effective for shipments entered, or withdrawn from warehouse, for consumption on or after the publication date (July 30, 2026), cash deposit requirements are: (1) Sanmei’s cash deposit rate will be the rate from these final results; (2) exporters with existing separate rates keep those rates; (3) Chinese exporters without a separate rate must use the China-wide rate of 216.37 percent; and (4) non-China exporters without their own rate must use the rate of their Chinese supplier.
Unreported Sanmei Entries Liquidated at China-Wide Rate
For entries that were not reported in the U.S. data submitted by Sanmei, Commerce will instruct CBP to liquidate those entries at the China-wide rate of 216.37 percent for the period August 1, 2023 through July 31, 2024. Commerce will calculate importer-specific assessment rates where reliable entered values were reported.
Importer Duty-Reimbursement Certificate Requirement
Importers must file a certificate regarding the reimbursement of antidumping and/or countervailing duties prior to liquidation of relevant entries during the period August 1, 2023 through July 31, 2024, as required by 19 CFR 351.402(f)(2). If importers fail to comply, Commerce may presume reimbursement occurred and assess double antidumping duties and/or increase antidumping duties by the amount of countervailing duties.
Timing of Assessment and Liquidation Rules
Commerce intends to issue assessment instructions to U.S. Customs and Border Protection no earlier than 35 days after publication of these final results (publication July 30, 2026). If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the time for parties to seek a statutory injunction has expired (within 90 days of publication).
Zhejiang Yonghe Found No Shipments — Liquidation Rule
Commerce determined Zhejiang Yonghe Refrigerant Co., Ltd. had no shipments of subject merchandise to the United States during August 1, 2023 through July 31, 2024. Any suspended entries that entered under Zhejiang Yonghe’s CBP case number during the period of review will be liquidated at the cash deposit rate of estimated antidumping duties required at the time of entry or withdrawal from warehouse for consumption.
