103.49% Countervailing Duty on Imports
The Department of Commerce preliminarily assigned estimated countervailable subsidy rates of 103.49 percent ad valorem to Dantan New Materials Co., Ltd., Shanxi Juxian Graphite New Material Co., Ltd., and to "All Others." Commerce will instruct U.S. Customs and Border Protection to suspend liquidation and require a cash deposit equal to these estimated rates for entries of subject merchandise entered, or withdrawn from warehouse, for consumption on or after July 30, 2026.
Defined Product Scope and Specific Exclusions
The investigation covers large diameter graphite electrodes with nominal or actual diameter exceeding 425 millimeters (16.7 inches) and graphite pin joining systems with a minimum diameter of 228.6 mm (9 inches); country of origin is determined by the country of graphitization. Exclusions include graphite electrodes subject to the existing Small Diameter Graphite Electrodes from China antidumping order and certain thermal energy storage (TES) graphite blocks that meet specific physical criteria (e.g., coefficient of thermal expansion ≥ 1.5 µm/(m·K), bulk density below 1.74 g/cm3, and detailed size and hole specifications).
