Commerce Hits Vietnamese Rebar with Subsidy Duties – Business as Usual

The U.S. Department of Commerce (Commerce) determines that countervailable subsidies are being provided to producers and exporters of steel concrete reinforcing bar (rebar) from the Socialist Republic of Vietnam (Vietnam) during the period of investigation (POI), January 1, 2024, through December 31, 2024.

6.80% Countervailing Duty Rate Set
Commerce found estimated net countervailable subsidy rates of 6.80 percent ad valorem for Hoa Phat Group Joint Stock Company and for all other producers/exporters of rebar from Vietnam for the period January 1, 2024 through December 31, 2024. If the U.S. International Trade Commission (ITC) makes a final affirmative injury determination, Commerce will issue a countervailing duty (CVD) order and require cash deposits of countervailing duties at those rates for affected imports.
Cash Deposits and Suspension Dates
Commerce instructed U.S. Customs and Border Protection to collect cash deposits and suspend liquidation of entries of subject rebar entered or withdrawn for consumption on or after January 13, 2026 (the Preliminary Determination publication date). Commerce instructed CBP to discontinue suspension for entries on or after May 13, 2026 but to continue the suspension of liquidation for entries dated on or before May 12, 2026.
What Rebar Imports Are Covered
The investigation covers steel concrete reinforcing bar (rebar) imported in straight length or coil form regardless of metallurgy, length, diameter, or grade, and includes rebar that has been further processed (e.g., cutting, galvanizing, painting). Plain rounds (nondeformed or smooth rebar) are specifically excluded. The notice lists primary HTSUS classifications including 7213.10.0000, 7214.20.0000, and 7228.30.8010, and several additional HTSUS numbers for convenience.
