Summary
On July 17, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in Saha Thai Steel Pipe Public Company Limited v. United States, Court no. 21-00627, sustaining the U.S. Department of Commerce (Commerce)'s third remand results pertaining to the administrative review of the antidumping duty (AD) order on circular welded carbon steel pipes and tubes from Thailand covering the period of review March 1, 2019, through February 29, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the review, and that Commerce is amending the final results with respect to the dumping margin assigned to Saha Thai Steel Pipe Public Co., Ltd. (Saha Thai) and Thai Premium Pipe Co., Ltd. (Thai Premium).

Exporters Assigned 14.74% Dumping Margin
Commerce amended the administrative-review results to assign Saha Thai Steel Pipe Public Co., Ltd. and Thai Premium Pipe Co., Ltd. a weighted-average dumping margin of 14.74 percent for merchandise entered during March 1, 2019 through February 29, 2020. This amendment is effective July 27, 2026.
Suspended Entries May Face Duty Assessment
Entries produced/exported by Saha Thai (including those exported by Blue Pipe Steel Center Company Ltd.) and entries produced and/or exported by Thai Premium that were entered for consumption March 1, 2019 through February 29, 2020 remain enjoined from liquidation. If the Court of International Trade's July 17, 2026 decision is not appealed or is upheld on appeal, Commerce intends to instruct U.S. Customs and Border Protection to assess antidumping duties on those unliquidated entries in accordance with 19 CFR 351.212(b); entries with an importer-specific ad valorem assessment rate of zero or de minimis will be liquidated without regard to antidumping duties.
