The Department of Health and Human Services (HHS) provides notice of the laboratories and Instrumented Initial Testing Facilities (IITFs) currently certified to meet the standards of the Mandatory Guidelines for Federal Workplace Drug Testing Programs (Mandatory Guidelines) using Urine and the laboratories currently certified to meet the standards of the Mandatory Guidelines using Oral Fluid.

No HHS-Certified Oral Fluid Labs
As of August 3, 2026, there are no HHS-certified laboratories approved to perform oral fluid drug and specimen validity testing for Federal workplace drug testing programs. The Mandatory Guidelines allowing oral fluid testing became effective October 10, 2023, but currently no laboratory has HHS certification to conduct those tests.
Single IITF Certified For Urine Testing
The notice lists one HHS-certified Instrumented Initial Testing Facility (IITF) approved to conduct urine drug testing: Dynacare in Edmonton, Alberta, Canada. This listing is published in accordance with the Mandatory Guidelines using Urine effective February 1, 2024.
DOT Specimens Not Allowed At IITFs
The notice states that the Department of Transportation (DOT) does not allow Instrumented Initial Testing Facilities (IITFs) to test DOT-regulated specimens. That means DOT-covered testing must follow other approved testing pathways.
