Estimated annual reporting burden and cost

SAMHSA estimates 464 total respondents (56 state respondents and 408 local provider agencies) will each spend 15 hours to complete the PATH Annual Report, for a combined 6,960 hours annually. At an hourly wage rate of $38.74 the total estimated hourly cost is $269,630.40 (states: 840 hours, $32,541.60; local providers: 6,120 hours, $237,088.80).

PATH adopts HUD FY2026 HMIS data

If you are a state PATH grantee or a local provider agency, PATH reporting will use HUD's FY2026 Homeless Management Information System (HMIS) data standards. The PATH Annual Report Manual removes the demographic question Q26a for Gender, changes Q26c to read Hispanic/Latina/o, and adds Q26l for Sex; HUD released these FY2026 data standards in September 2025 and vendors were asked to be ready by October 1, 2025.

Annual PATH report deadline fixed

If you receive PATH funds, you must prepare and submit your annual PATH report by January 31 of each fiscal year, as required by Section 528 of the Public Health Service Act. This deadline applies to states, the District of Columbia, Puerto Rico, U.S. territories, and the local provider agencies that receive PATH grant funds.
