In accordance with the Privacy Act of 1974, as amended, the Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS) is providing notice of the re-establishment of a matching program between CMS and the Department of War for "Verification of Eligibility for Minimum Essential Coverage Under the Patient Protection and Affordable Care Act through a Department of War Health Benefits Plan."

TRICARE Enrollment Can Block Subsidies

If you are enrolled in TRICARE (a Department of War health benefit plan), that enrollment provides minimum essential coverage and precludes eligibility for financial assistance such as the advance premium tax credit and cost-sharing reductions. CMS will use matching data to verify TRICARE enrollment and may deny or end marketplace financial assistance based on that verification; the re-established matching program begins not sooner than 30 days after publication (September 4, 2026).

Daily TRICARE Data Sent to Exchanges

CMS will receive daily files from the Department of War containing Social Security Numbers and coverage begin/end dates to authenticate identity and verify whether applicants are enrolled in TRICARE. CMS will make this data available to state administering entities to determine eligibility and the amount of any financial assistance for people applying for or enrolled in qualified health plans through federally-facilitated or state-based exchanges; the matching program runs for an initial 18-month term starting not sooner than September 4, 2026.
