In compliance with the Paperwork Reduction Act of 1995, the OUSD(R&E) announces proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Government can secure licenses and ownership
These reporting processes let the government secure royalty-free licenses, assume ownership of inventions abandoned by contractors, and verify subcontract compliance for inventions made with federal funding. If you are a contractor, those rules affect how the government can exercise rights in inventions funded by DoD.
Annual invention reporting required
If you are a business contractor that develops inventions with DoD funding, you must report those inventions and related subcontracts under the Bayh-Dole Act using the DoD forms DD Form 882-R (unclassified) or DD Form 882-C (classified). The unclassified form (DD Form 882-R) is submitted annually or at contract closeout and the collection is tracked under OMB Control Number 0704-RCIS.
Classified invention reports must be submitted securely
If your invention is classified, you must submit it using DD Form 882-C and do so through secure transmission because of national security concerns. The notice explicitly distinguishes the classified form (DD Form 882-C) from the unclassified DD Form 882-R and requires secure handling.

The U.S. Navy hereby announces that a Certificate of Alternate Compliance has been issued for Landing Craft Utility Vessel 1710 Class (LCU 1710 through LCU 1721). Due to the special construction and purpose of each vessel of this class, the Admiralty Counsel of the Navy has determined that each vessel of this class is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the navigation lights provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.
