Summary
In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0002, Applications for Vessel Inspection, Waiver and Continuous Synopsis Record; without change. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.

Estimated Annual Paperwork Burden Rise
If you are a vessel owner, operator, agent, or master who responds to these Coast Guard collections, the total estimated hour burden for this collection increased from 745 hours to 1,005 hours per year because of an increase in the estimated annual number of responses.
Consolidated Inspection Application Form
The Coast Guard updated form CG-3752 by consolidating the original form and CG-3752A into a single two-page document; you only complete page two if a U.S. vessel is under new construction or entering certificated service. The form now includes embedded hyperlinks, dropdowns, and electronic signatures while retaining manual entry.
Written Application Requirement Maintained
The collection continues to require the owner, operator, agent, or master of a vessel to apply in writing to the Coast Guard before commencement of an inspection for certification, to request a waiver from navigation and vessel inspection requirements, or to request a Continuous Synopsis Record.

The Coast Guard is proposing to disestablish a safety zone around the GENESIS SPAR facility, previously located in Green Canyon Block 205A on the Outer Continental Shelf (OCS) in the Gulf of America. The GENESIS SPAR facility was decommissioned and fully removed by the Chevron Corporation in June of 2024. This proposed rulemaking would disestablish the permanent safety zone and remove the regulatory text of 33 CFR 147.825. We invite your comments on this proposed rulemaking.
2026-16164, Special Local Regulations; Annual Les Cheneaux Islands Antique Wooden Boat Show, Marquette Bay, Hessel, MI
The Coast Guard will enforce the Annual Les Cheneaux Islands Antique Wooden Boat Show special local regulation on the U.S. navigable waters of Marquette Bay, Hessel, MI on August 8, 2026. This action is necessary to provide for the safety of life and property on these navigable waters prior to, during, and immediately after the boat show. While in the regulated area all vessels will operate at a no wake speed and follow the directions of the on-scene patrol commander.
2026-16155, Safety Zones; Annual Events in the Captain of the Port Detroit Zone
The Coast Guard will enforce the safety zone for the Roostertail Fireworks in Detroit, MI, from 9:30 p.m. to 11 p.m. on August 8, 2026, to protect the safety of life and property on the navigable waters of the Detroit River immediately prior to, during, and immediately after this event. During the enforcement period, no person or vessel may enter the safety zone without permission from the Captain of the Port (COTP) Detroit or a designated representative.
2026-16130, Safety Zone; WHALE Floating Production System Outer Continental Shelf Facility, Alaminos Canyon 773, Gulf of America
The Coast Guard wants to create a safety zone around the WHALE Floating Production System in the Gulf of America to keep boats away unless they get special permission. The Food and Drug Administration (FDA or Agency) is announcing the issuance of an Emergency Use Authorization (EUA) (the Authorization) under the Federal Food, Drug, and Cosmetic Act (FD&C Act) in response to an outbreak of Mpox. FDA has issued an Authorization for an in vitro diagnostic device, Allplex HSV-1&2/VZV/ MPXV Assay, for the simultaneous qualitative detection and differentiation of viral nucleic acid from monkeypox virus (MPXV clade I/II and MPXV clade II)1, herpes simplex virus type 1 (HSV-1), herpes simplex virus type 2 (HSV-2), and varicella-zoster virus (VZV). The Authorization contains, among other things, conditions on the emergency use of the authorized product. The Authorization follows the August 9, 2022, determination by the Secretary of Health and Human Services (HHS) that there is a public health emergency, or a significant potential for a public health emergency, that affects, or has a significant potential to affect, national security or the health and security of U.S. citizens living abroad, and that involves monkeypox virus. On the basis of such determination, the Secretary of HHS declared, on September 7, 2022, that circumstances exist justifying the authorization of emergency use of in vitro diagnostics for detection and/or diagnosis of infection with the monkeypox virus, including in vitro diagnostics that detect and/or diagnose infection with non-variola Orthopoxvirus, pursuant to the FD&C Act, subject to terms of any authorization issued under that section. The Authorization, which includes an explanation of the reasons for issuance, is listed in this document, and can be accessed on FDA's website from the link indicated.
