Summary

The Secretary of Education publishes an l agenda of Federal regulatory and deregulatory actions. The agenda is issued under the authority of section 4(b) of Executive Order 12866, Regulatory Planning and Review. The purpose of the agenda is to encourage more effective public participation in the regulatory process by providing the public with early information about the regulatory actions we plan to take.

Elimination of ICR and PAYE Plans

If you are on or eligible for Income‑Contingent Repayment (ICR) or Pay As You Earn (PAYE) federal repayment plans, those plans are being eliminated under the RISE rule. The Department completed final action on May 1, 2026, with effect beginning July 1, 2026.

New Loan Limits for Grad & Professional Study

If you plan to borrow federal student loans for graduate or professional school, new loan limits will apply: $20,000 for graduate students and $50,000 for professional students. These limits are part of the RISE final action effective July 1, 2026.

Phase‑out of Grad & Professional PLUS Loans

If you borrow federal graduate or professional PLUS Loans, those loan types are being phased out under the RISE rule. The Department completed final action on May 1, 2026, and the final action became effective July 1, 2026.

Creation of a Repayment Assistance Plan

The Department is creating a new federal repayment option called the Repayment Assistance Plan as part of the RISE rule. The final action was completed May 1, 2026, and took effect July 1, 2026.
