If you are an applicable transmission owner (341 entities) or transmission operator (170 entities), FERC estimates each respondent must spend 32 hours per year on FERC-725U paperwork, averaging $2,032.64 per respondent. Across all 511 respondents the Commission estimates 16,352 hours and a total annual cost of $1,038,679.

Protecting substations to ensure reliability

Reliability Standard CIP-014-3 requires applicable transmission owners and operators to identify and protect transmission stations, substations, and associated primary control centers that, if disabled by a physical attack, could cause widespread instability, uncontrolled separation, or cascading within an Interconnection. The standard is part of implementing the Energy Policy Act of 2005 to better ensure Bulk Power System reliability.

Three-year record retention rule

Transmission owners and transmission operators must keep documentation showing compliance with Reliability Standard CIP-014-3 for three years. If an entity is found non-compliant, it must retain information related to the non-compliance until mitigation is complete and approved, or for three years, whichever is longer.
