25% Matching Requirement on STOP Grants

STOP grants may not cover more than 75 percent of a project's total costs because there is a 25 percent match requirement. States are exempt from matching the portion of an award that goes to a victim service provider for victim services or that goes to a tribe; territories are exempted in full. States can petition the Office on Violence Against Women (OVW) for a waiver of the match by demonstrating financial need, and OVW will determine required match at award closeout.

Required Allocation Formula for STOP Funds

States and territories must distribute STOP formula grant funds according to a statutory formula: 25 percent for law enforcement, 25 percent for prosecutors, 30 percent for victim services (of which at least 10 percent must go to culturally specific community-based organizations), 5 percent to state and local courts, and 15 percent discretionary.

STOP Match Worksheet Paperwork Burden

The Office on Violence Against Women will collect a STOP Match Calculation Worksheet from 51 STOP state administrators once annually. It is estimated to take about 10 minutes per respondent, for a total annual burden of 8.5 hours, and the federal review cost is estimated at $497.68.
