India's steel flanges dumped, duties finalized for 2023-2024

Summary

The U.S. Department of Commerce (Commerce) finds that producers/exporters of stainless steel flanges (flanges) from India made sales of subject merchandise in the United States at prices below normal value during the period of review (POR) October 1, 2023, through September 30, 2024.

Very high duty on BFN/Viraj flanges

If you import stainless steel flanges from BFN/Viraj, Commerce found a dumping margin of 50.72% for the period October 1, 2023 through September 30, 2024. U.S. Customs and Border Protection (CBP) will assess antidumping duties based on that 50.72% margin after Commerce issues assessment instructions following publication on August 20, 2026.

Cash deposit rates take effect on publication

For shipments entered or withdrawn for consumption on or after the publication date (August 20, 2026), importers must make cash deposits at the rates established in these final results. For producers or exporters not covered by this review, the cash deposit rate for 'all other' producers/exporters will continue to be 7.00%, the all-others rate from the original investigation.

Automatic assessment at 7.00% for certain unknown intermediaries

For entries produced by Chandan where Chandan did not know the merchandise was destined for the United States, Commerce will instruct CBP to liquidate those entries at the all-others rate of 7.00% if there is no rate for the intermediate company. This follows Commerce's automatic-assessment practice and applies after the August 20, 2026 publication.

Low duty for Chandan Steel Limited

Commerce assigned Chandan Steel Limited a weighted-average dumping margin of 0.60% for sales during October 1, 2023 through September 30, 2024. CBP will assess antidumping duties for Chandan based on importer-specific ad valorem rates calculated from that 0.60% margin after Commerce issues instructions following the August 20, 2026 publication.

Listed Indian firms assigned 0.60% rate

Commerce assigned the companies not selected for individual examination in this review (listed in Appendix II) a review-specific rate of 0.60% for October 1, 2023 through September 30, 2024. The Appendix II companies are: Balkrishna Steel Forge Pvt. Ltd.; CD Industries (Prop. Kisaan Engineering Works Pvt. Ltd.); Cetus Engineering Private Limited; Fivebros Forgings Private Limited; Hilton Metal Forging Limited; Jai Auto Pvt. Ltd.; Kisaan Die Tech Private Limited; Pradeep Metals Limited; and R.N. Gupta & Company Limited.
