Analyzed Economic Effects
4 provisions identified: 2 benefits, 2 costs, 0 mixed.
Loan Repayment in Exchange for Faculty Service
The Faculty Loan Repayment Program allows eligible health professionals to enter a contract with HHS to receive repayment of qualifying educational loans in exchange for a minimum of 2 years of service as a full‑time or part‑time faculty member at an eligible health professions school.
New 'Vulnerable Background' Eligibility Definition
You may now be assessed as coming from a "vulnerable background" if you come from a geographically or economically vulnerable background that inhibited your ability to enroll in and graduate from an eligible health professions school. HRSA lists examples such as graduating from a high school with low average SAT/ACT scores, coming from a district where 50% or less of graduates go to college, attending a high school with at least 30% of students eligible for free or reduced-price lunch, being first-generation college, or being from a low‑income family (defined as annual income below 200 percent of HHS poverty guidelines), Pell Grant eligibility, or family receipt of public assistance.
Two New Forms and Twice-Yearly Verifications
HRSA is adding two new forms: an Employer's Agreement to Loan Repayment Match/Request for a Waiver of the Loan Repayment Match, and a Semi-annual In-Service Verification form that is sent twice each year to participants and institutions. The revised ICR estimates a total of 600 unique respondents and a total annualized burden of 926.25 hours across all forms.
Required Loan and Employment Documentation
If you apply, you must submit documentation for each undergraduate and/or graduate loan for which repayment is sought, including lender account statements, promissory notes with original dates, and current balances, and you must have a contract to serve at least 2 years as a full‑time or part‑time faculty member at an eligible health professions school.

2026-15633, Notice Regarding 340B Rebate Model Pilot Program
The U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), Office of Pharmacy Affairs (OPA), which administers the 340B Drug Pricing Program (340B Program), is issuing this Notice to announce the availability of a revised 340B Rebate Model Pilot Program (Pilot). The Pilot provides a rebate mechanism through which qualifying drug manufacturers may effectuate the 340B ceiling price for certain drugs sold to covered entities. Consistent with HRSA's longstanding statutory authority, rebates will be used instead of upfront discounts. HRSA issued a Request for Information (RFI) \1\ to gather input from interested parties regarding the potential use of rebates to effectuate the ceiling price under the 340B Program, including the standards and procedures that should govern the approval of manufacturer rebate plans and the impacts on all stakeholders. After carefully considering all comments from interested parties and different policy alternatives, HRSA is announcing this Pilot, which will implement a rebate approach for a limited set of drugs, and which builds on established and successful rebate programs. ---------------------------------------------------------------------------
