As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees.

Costs to File Station Assignment/Transfer
To obtain FCC consent for assignment or transfer of a broadcast station license or construction permit (Schedule 316), applicants must file FCC Form 2100, Schedule 316 and notify the Commission when an approved assignment or transfer is consummated. The FCC estimates 750 respondents, 750 responses, 1,231 total annual burden hours, and $926,000 total annual cost for this collection (OMB 3060-0009).
Reduced-Power Station Notifications
If your AM, FM, or TV station runs at reduced power for more than 10 consecutive days, you must file a Reduced Power Notification in the FCC's Licensing and Management System. If you cannot restore authorized power within 30 days, you must file an informal Special Temporary Authority request for additional time. The FCC estimates 80 respondents, 80 responses, 80 total annual burden hours, and $20,000 total annual cost for this collection (OMB 3060-0178).
Program-Test Filing Requirements
Station permittees must notify the FCC in LMS when they begin program tests; an application for license must be filed within 10 days of that notification. Specific 10-day advance filings are required for FM directional and AM directional stations in certain cases, and LPFM stations may begin tests upon notification provided a license application is filed within 10 days. The FCC estimates 1,469 respondents, 1,469 responses, and 1,517 total annual burden hours for this collection (OMB 3060-0182).
Administrative License Update Filings
Licensees may file informal Administrative Updates in LMS to correct routing instructions, change certain monitor types, update remote control point locations, or change a licensee's name where no ownership change occurs. The FCC estimates 325 respondents, 325 responses, 306 total annual burden hours, and $75,000 total annual cost for this collection (OMB 3060-0190).
Emergency Broadcast Reporting Duty
When your station broadcasts emergency point-to-point messages or uses daytime facilities during nighttime hours, you must immediately send a letter report to the FCC after the emergency ends describing the emergency, dates and hours of broadcasts, and the material carried, and include a certification when required. The FCC estimates 50 respondents, 50 responses, and 50 total annual burden hours for this collection (OMB 3060-0175).
Transmission Control-Point Notifications
If you establish a transmission system control point at a location other than the main studio or transmitter and that point is used, you must submit a Change of Control Point Notice in LMS within three days of initial use and list all control points. This collection (47 CFR 73.1350; OMB 3060-0320) covers 505 respondents, 505 responses, and 253 total annual burden hours.
