Summary
FAA proposes to implement certain Special Air Traffic Rules in the airspace in the vicinity of the President Donald J. Trump International Airport (DJT), formerly Palm Beach International Airport (PBI). U.S. Secret Service (USSS) requested FAA restrict aircraft operations in the vicinity of President Trump's Florida non- Governmental property. To provide adequate safeguards for USSS to secure the non-Governmental property and safeguard USSS protectees in the interest of national security, FAA is proposing to implement Special Air Traffic Rules restricting aircraft from operating in the President Donald J. Trump International Airport Special Flight Rules Area unless certain conditions are met.

Stricter NOTAM Controls During Presidential TFRs
When a Sec. 91.141 temporary flight restriction (TFR) is active for the area, the associated NOTAM controls operations and is more restrictive; for example, past Sec. 91.141 TFRs for Presidential movement have used an inner 10 NM ring and outer 30 NM ring extending from the surface up to and including 17,999 feet MSL with limited permitted operations. The proposed SFRA would be subject to those Sec. 91.141 TFR restrictions when issued.
Emergency and Security Flights Still Allowed
The proposed SFRA would permit military aircraft directly supporting the U.S. Secret Service, active law enforcement flights, active firefighting flights, active air ambulance flights, and other flights authorized by ATC for safety of flight or safety of persons and property on the ground to transit the area, provided they remain in two-way radio communication, have ATC authorization, and squawk a discrete transponder code.
Permanent 1-NM SFRA at Mar‑A‑Lago (DJT)
The FAA proposes a permanent Special Flight Rules Area (SFRA) centered at latitude 26°40'37" N, longitude 80°02'16" W with a one nautical mile radius from the surface up to and including 2,000 feet mean sea level (MSL). The SFRA would replace the temporary SSI flight restriction and apply to all persons seeking to operate in that area.
Entry Rules: Flight Plan, ATC, Transponder
To operate in the DJT SFRA when no Sec. 91.141 TFR is active, arriving or departing aircraft must be on an active IFR or VFR flight plan with an approved procedure or ATC-assigned departure/vector, remain in two-way radio communication with ATC, receive ATC authorization to enter, and continuously transmit a discrete transponder code assigned by ATC. These operational requirements also apply to certain authorized military and emergency flights.

In July 2025, President Trump signed the One Big Beautiful Bill Act. Section 40002 of that law re-institutes the Federal Communications Commission's general auction authority and specifically directs the Commission to complete a system of competitive bidding for not less than 100 megahertz in the 3.98-4.2 gigahertz band (Upper C- band). This final rule supports the Federal Communications Commission's July 2026 Report and Order that makes 160 megahertz of the Upper C-band available for terrestrial wireless flexible use via a system of competitive bidding. To ensure safe, efficient, and reliable aviation operations in the presence of wireless signals in the C-band, the Federal Aviation Administration is issuing new regulations that require all radio altimeters to meet specific minimum performance requirements. These new radio altimeters must withstand interference from wireless signals in neighboring spectrum bands and continue to provide accurate altitude readings to both pilots and integrated aircraft safety systems. These regulations require all aircraft equipped with radio altimeters operating under part 121 and those aircraft with radio altimeters operating under part 129 with 30 or more passenger seats or a payload capacity of more than 7,500 pounds to comply with the minimum performance requirements by December 30, 2030, which is prior to the date the Federal Communications Commission authorizes the use of the Upper C-band for new wireless services, as stated in its Report and Order. All other aircraft equipped with radio altimeters that are required to comply with part 91, including aircraft operating under parts 125, 133, 135, 136, 137, 194, and all other aircraft operating under part 129 that are not subject to the initial deadline, must comply with the same minimum performance requirements on or before October 31, 2034.
