Potential Antidumping Duties on Imports
If you import certain non-refillable steel cylinders from India, the Department of Commerce preliminarily found dumping for the period December 1, 2023 through May 31, 2025. Commerce preliminarily assigned weighted-average dumping margins of 3.97 percent to Mauria Udyog Limited and 0.00 percent to Bhiwadi Cylinders/Sapphire; Commerce will direct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on the final results of this review.
Cash Deposit Rate Changes After Final Results
After the final results of this administrative review, cash deposit requirements will apply to shipments entered or withdrawn for consumption on or after the publication date of the final results. The cash deposit rate for the companies in this review will be the rate established in the final results (but will be zero if less than 0.50 percent), and the all-others rate will remain 4.13 percent as established in the less-than-fair-value investigation.
Reimbursement Certificate and Double-Duty Risk
Importers are reminded to file a certificate regarding reimbursement of antidumping and/or countervailing duties prior to liquidation under 19 CFR 351.402(f)(2). If you fail to file this certificate, Commerce may presume reimbursement occurred and could assess double antidumping duties and/or increase antidumping duties by the amount of countervailing duties.
